COMPLIANCE
Regulations handled automatically
Pinpointer captures all the data in the delivery flow. Compliance becomes a by-product, not a separate project. Here is how we cover the regulations that affect the bulk material industry.
OVERVIEW
The five regulations that affect bulk material management in Sweden
And how Pinpointer covers each of them — from BEAst Supply 4.0 to CSRD.
01
BEAst Supply 4.0
Trafikverket's requirement for digital delivery and invoice reporting since 2024. Material, vehicles and fuel must be reported in structured XML via Peppol. Pinpointer generates XML automatically from delivery data — no manual mapping, no Excel errors.
- Material reporting
- Vehicle reporting
- Fuel reporting
- Automatic Peppol routing
02
New waste legislation (Prop. 2025/26:108, in force 1 July 2026)
A new Chapter 15 of the Environmental Code reshapes how excavation material is classified, how waste is handed over and who carries the liability. Clean excavation material may be exempt — but only when used in its natural state, for construction purposes, on the site where the work was carried out, and without harm to human health or the environment. Material transported away from the site is still fully covered by the waste rules. Before handover, the party handling waste professionally must verify that the receiver holds the required permits. Liability transfers to the receiver only when this control has been carried out — otherwise both parties remain liable. Pinpointer documents the check per delivery, not as a monthly batch.
- Per-delivery proof that exemption conditions are met
- Receiver permit verification documented at handover
- Clean liability transfer on every load
- Color-coded dashboard, audit-ready log

02a
Classification and MRR – traceable evidence for the assessment
MRR – Less Than Negligible Risk – determines whether excavation material can be reused without notification or permit. The assessment is made against both total content and leaching properties according to the Swedish EPA's Handbook 2010:1, and it is always the operator who makes the decision and bears the burden of proof under Chapter 2, Section 2 of the Environmental Code.
Pinpointer does not make the classification decision for you – but it makes the documentation traceable and auditable. Every delivery is linked to its sampling, its classification and its recipient, so that the assessment can be shown in black and white during inspection. Classification is a built-in optional feature in Pinpointer, providing decision support per the Swedish EPA's guidance (Handbook 2010:1).
03
Naturvårdsverket's waste register
Hazardous waste must be reported to the Swedish EPA's register. Pinpointer triggers reporting automatically when a delivery of hazardous waste is registered. No manual filing, no missed deadlines.
04
PFAS traceability
PFAS traceability requires per-delivery documentation: sampling, analysis results, receiving receipt. Pinpointer links every delivery to its analysis and final receiver. The log is immutable and ready to share with auditors, supervisory authorities or counterparties.
- Sampling documented per delivery
- Analysis results linked
- Receiving receipts traceable
- Immutable audit log
05
CSRD
Companies with >250 employees, >EUR 40m revenue or >EUR 20m balance sheet (two of three criteria) are covered in stages 2024–2028. Pinpointer generates machine-readable sustainability data per project.
06
Tamper-evident traceability for disputes and inspections
Traceability is only worth something if it holds up when questioned. Pinpointer's delivery log is built to withstand scrutiny — from a disputed invoice to an environmental legal dispute.
Immutable log
Every delivery is logged with timestamp, GPS position at loading and unloading, weighed quantity and photo evidence. The log cannot be altered after the fact — what has been recorded stands.
Complete chain per load
The whole chain holds together: sampling, classification, transport, reception and receipt. In a dispute, the entire documentation is collected per delivery, not scattered across Excel files and binders.
Ready to hand over
The documentation can be handed over directly to an auditor, supervisory authority, client or counterparty — in a format that is auditable and traceable. No after-the-fact reconstruction.
That makes Pinpointer data reliable as evidence — regardless of whether the question comes from a client, an authority or a court.

Pinpointer provides documentation and traceability for mass handling – but does not make the legal or environmental decisions for you. Classification and assessment are made by the operator, often with the support of an environmental consultant. This page describes how the platform supports compliance and does not constitute legal advice.
