Swedish bulk material management is governed by five frameworks: the Swedish Waste Ordinance, BEAst Supply 4.0, Prop. 2025/26:108, PFAS traceability and CSRD. Here are the requirements, and how Pinpointer makes the evidence auditable for inspection and audit.

The Swedish Waste Ordinance (2020:614)

The Swedish Waste Ordinance (2020:614) governs classification, transport and traceability of waste. The operator is responsible for correct classification, authorised transport and documentation through the whole chain. Hazardous waste is also subject to record keeping and reporting to the Swedish EPA's waste register.

BEAst Supply 4.0

Trafikverket requires digital reporting of material, vehicles and fuel in structured XML via Peppol. The requirement is introduced step by step in new procurements since March 2024.

Prop. 2025/26:108 (new Chapter 15 of the Environmental Code)

Prop. 2025/26:108 introduces a new Chapter 15 of the Environmental Code. Clean excavation material may be exempt from the waste rules, but only when reused on site in its natural state, and the assessment must be documented. Material transported away is fully covered by the waste rules, and before handover the operator must verify that the receiver holds the required permits.

Classification and MRR – traceable evidence for the assessment

MRR – Less Than Negligible Risk – determines whether excavation material can be reused without notification or permit. The assessment is made against both total content and leaching properties according to the Swedish EPA's Handbook 2010:1, and it is always the operator who makes the decision and bears the burden of proof under Chapter 2, Section 2 of the Environmental Code.

Pinpointer does not make the classification decision for you – but it makes the documentation traceable and auditable. Every delivery is linked to its sampling, its classification and its recipient, so that the assessment can be shown in black and white during inspection. Classification is a built-in optional feature in Pinpointer, providing decision support per the Swedish EPA's guidance (Handbook 2010:1).

Naturvårdsverket's waste register

Hazardous waste must be recorded and reported to the Swedish EPA's waste register no later than two working days after each event. Pinpointer handles the entire flow automatically, based on the data you already register per load. You never transfer anything manually and you never track the deadlines yourself.

Direct integration with the register

Records are sent via API directly to the waste register, secured with a client certificate. Every submission is acknowledged with a waste ID that is stored per record, and the two-working-day deadline is monitored automatically. If the register is temporarily unavailable, the call is queued and retried, so no load falls through the cracks.

The right record for every role

The platform selects the correct record type based on the role in the flow: waste producer, transporter, collector, dealer and treater, including the treater's quarterly summary. Waste IDs are linked between steps so that the same waste quantity can be followed through the entire chain, from origin to final treatment.

Corrections included

If a detail turns out to be wrong, for example a weighed quantity, the record is corrected against the register using the stored waste ID. The previous record is marked as updated at the Swedish EPA, while your internal delivery log remains immutable. Correct data in the register, intact chain of evidence with you.
