§28 notification and remediation final report, from data you already have

Short answer

Pinpointer generates the two heavy authority reports in a remediation project: the notification of a remedial action under Section 28 of the Ordinance on Environmentally Hazardous Activities and Protection of Public Health, and the remediation final report. Quantities, classes, waste codes, receivers, transporters, residual levels and hazardous-waste transport documents are auto-filled from classified samples and delivered loads. Expert fields are always filled by the environmental consultant, they are never auto-generated. Add-on module activated per company.

Two reports, one data flow

The notification of a remedial action must be submitted to the supervisory authority no later than six weeks before the action starts. The remediation final report accounts afterwards for what has been done and where the material ended up. Both are built on the same source data: sampling, classification, deliveries and receiving. In Pinpointer the reports are created from that source rather than compiled manually afterwards.

Here is what is auto-filled

  • Quantities, class bands, waste codes and receiving from the classification.
  • Receiver and transporter per row in the mass-handling table, taken from loads actually delivered.
  • Receiving facilities' permits from the facility's permit register.
  • Residual levels per substance from confirmed samples, with leaching data L/S 2 and L/S 10 as separate rows.
  • Signed hazardous-waste transport documents are compiled automatically and meet the final report's attachment requirements without manual upload, in the same way as weighbridge receipts.
  • Operator with name and organisation number, plus address and location in WGS84 coordinates from the project.

The expert keeps control

Fields that require an environmental engineering assessment are marked as expert fields and are never auto-generated: they are filled by the environmental consultant. The notification's section for the control programme covers self-monitoring, ambient monitoring for dust, noise, water and vibration, and deviation and incident management. The contractor and the executing party can be listed as separate parties. The system does the heavy lifting with the data, the consultant does the assessment.

Validation gate and preview

Before a report is generated a validation is run: errors block the generation, warnings do not. Missing rows with material without a receiver or transporter trigger a warning, in line with municipal checklists. The report can be previewed as a PDF directly in the browser while it is being filled in, without anything being generated or archived. The finished PDF is archived under the project's documents, and the §28 notification can optionally be signed with BankID, which locks the document. Sub-projects are aggregated with the main project in the final report.

Built for the consultant's workflow
