How to choose a system for digital delivery notes and mass handling (2026)
Short answer
The systems in this guide all work with digital delivery notes, but from different starting points. Kubicom is strongest on call-offs and orders for machine and transport services. Hogia delivers the delivery note through its transport systems Moveit and MobiLast. Alrik focuses on transport management and construction logistics. Why "meeting BEAst" is not enough
Since March 2024 the Swedish Transport Administration has required digital delivery notes in new procurements. The requirements are in the AF template under AFC.242 and AFD.242, are updated regularly (latest version 2025-09-15) and have their own variant for road maintenance. The environmental data is sent under BEAst Supply 4.0 through the supplier chain to the Swedish Transport Administration's system ELSA. Private clients such as NCC set equivalent requirements too. The delivery note itself is therefore a hygiene factor. What distinguishes the systems is the flow around it: where the data is created, who approves, what happens to the material and how far into finance the information reaches. Five questions to ask before you choose
- Where is the data created? Field apps for machine operators and drivers produce data at the source. Retroactive entry at the office means double work and poorer quality.
- Does the system cover the entire life cycle of the material? Classification, transport, receiving and documentation at handover under the new Chapter 15 of the Environmental Code that applies since 1 July 2026.
- What happens on the receiving side? Weighbridge or QR at the gate, digital receipt (T122), follow-up against permits and supporting documentation for the environmental report.
- How far into finance does the flow go? Matching of delivery against price and invoice, integration with the finance system, real-time project economics.
- What does it cost and how? The vendors in this category share pricing on request. Ask for the pricing model early: per project, per tonne or fixed monthly cost, and what is included at each level. Digital delivery notes under BEAst Supply 4.0 are sent through the transport systems Moveit and MobiLast, with environmental reporting as an add-on package. Hogia, together with NCC and the Swedish Transport Administration, was first out with a live BEAst Supply 4 flow in a Swedish Transport Administration project (Road 523 outside Umeå, 2024). Do we need system support to meet the Swedish Transport Administration's requirements?
In practice, yes. The requirements mean that delivery notes with environmental data must be sent digitally under BEAst Supply 4.0 to the Swedish Transport Administration's system ELSA. The requirements document allows alternative reporting during the first six months of a delivery, after that the digital flow applies.
What is the difference between BEAst Supply 4.0 and Peppol?
BEAst Supply 4.0 is the information standard that describes what a digital delivery note must contain. Peppol is the network the messages are sent through. A system needs to support both.
Can you use different systems for delivery notes and mass handling?
Yes, but it creates double work and a risk of gaps in traceability. If you choose separate systems, make sure both can send and receive BEAst messages so the data hangs together.
